Reportar el Alcance 2 (electricidad) ya no depende de un solo país: depende de qué tipo de empresa eres. Así se activa, en 3 anillos:

ANILLO 1 · OBLIGACIÓN DIRECTA

Empresas listadas, financieras y reguladas

Las comisiones de valores y reguladores financieros de la región están adoptando el estándar global IFRS S1/S2 (ISSB) como obligatorio. Si tu empresa cotiza en bolsa o está en el sector financiero, estás en la primera línea. Detalle país por país más abajo, en "Panorama por país".

ANILLO 2 · EFECTO CASCADA

La cadena de valor local (proveedores)

Si no estás regulado directamente, pero le vendes a una empresa del Anillo 1 (un banco, una multinacional, un gran retailer local), te van a exigir tus datos. ¿Por qué? Porque la normativa les exige a ellos reportar su Alcance 3 (emisiones de su cadena de valor). Tus emisiones de Alcance 1 y 2 son, matemáticamente, el Alcance 3 de tu cliente. Si no puedes entregar un reporte Scope 2 limpio, corres el riesgo de quedar fuera de licitaciones.

ANILLO 3 · PRESIÓN EXPORTADORA

El pasaporte verde para venderle al mundo

Latinoamérica es una región históricamente exportadora (minería, agro, manufactura, siderurgia). Acá actúan dos fuerzas, principalmente desde la Unión Europea:

  • CSRD (Directiva de Reporte de Sostenibilidad): exige a las empresas europeas que sus proveedores internacionales reporten bajo estándares equivalentes.
  • CBAM (Mecanismo de Ajuste en Frontera por Carbono): un arancel climático. Si exportas acero, aluminio, cemento o fertilizantes a Europa, te van a cobrar un impuesto basado en la intensidad de carbono de tu producto. Reducir tu Scope 2 ya no es solo "reputacional", es una estrategia de precios para no perder competitividad.

¿La regulación te obliga a comprar I-REC?

No. Los marcos de arriba piden medir y reportar tu Alcance 2, no mandan qué instrumento comprar. El I-REC es una herramienta del GHG Protocol para evidenciar electricidad renovable de red: es una decisión tuya, no un impuesto.

El I-REC no reemplaza los pasos anteriores, es la evidencia en las tres vías donde aparece (retenido en autoconsumo, acoplado a un PPA, o suelto para el residual). Cierra lo que la eficiencia, el autoconsumo y el PPA todavía no cubren.

Un I-REC puede reducir tu Alcance 2 reportado (método market-based). Un offset de carbono no: se anota en una línea separada y tu Alcance 2 sigue igual. Son instrumentos distintos para preguntas distintas.
